Is this pronounced lie-cra or lick-ra? I pronounce it lie-cr.

slighty off topic - but is spandex the same thing as lycra, and vice versa? someone asked me this and i realized i really don't know the answer. if there is a difference, what is it?

Lycra is DuPont's brand name for spandex.

Whatever you do, don't say 'lick-ray'. There's a surprising number of bike store employees called 'Ray'. ;)
