New to bikes.

Currently attending UWM in Milwaukee and I'm looking to get a bike for around here. I've decided on a road bike. Found this on craigslist, how much should I offer or is 100 a reasonable price?

I guess before that, what size bike and features should I look for? I'm 5'11"-6' tall. I'm not really looking for something super nice, I'd rather find a fixer-upper and learn about everything along the way. Just the way I do things, I don't mind fixing things on my own. Again I'm new to bikes, so.. sorry for the noob questions.

Measure from your crotch to the floor without shoes and that's your standover height. The seller states it is 33". You want an inch of "room" so you need an inseam of 34. http://www.sheldonbrown.com/frame-sizing.html ; 100 dollars is not bad if they bike is in good shape and the wheels are true and everything is in working order and the tires are ok. Test ride it...

Awesome. The standover height might be a tiny bit tall, but I think it will work. Thanks for the help. I appreciate it.
