Wheel set for Trek 1400

I'm building up a 1992 Trek 1400 for commuting and around town riding. I don't know anything about wheels. Any suggestions on a good cheap wheel set for this bike? Preferably under $400.

what kind of shifters/deraileurs are you using? 8/9/10spd?

you can sometimes find good deals on ebay. if you want just a basic wheelset for shimano drivetrain either Bike island or Niagara should have something for you
