Yes there are several, you have to be careful how much stuff you put back there depending on the height of your seat post.
They tend to be pricey. some of the bags mount directly to the cage mounts.

Go low with the water bottles and mount them to the seat post. And then.

I use a Mintoura 2 bottle cage mount to mount my Carradice bag,
onto my non leather non Brooks saddle..

Yep, that's the mount I use on my desert bike. It really does restrict the size of the saddlebag you can use (unless you've got a ton of drop), but I've always been able to squeeze a small bag with enough room for a couple tubes, levers, & a multitool in there along with the two extra water bottles.

They at least used to make one that I had no problems with. It attached to the saddle rails and allowed you to mount 2 standard bottle cages. I know it is somewhere in my stuff.

I use an inexpensive handlebar bag from Benny's. It not only hold everything, they make you more aerodynamic.

If you can still find one. the older Minoura 300U holds two cages up above the saddle. Makes it hard to mount with your leg over the saddle. Won't mount to a Brooks.
