What kind of bike do I need?
I'd like to get started cycling again - I haven't done so for 20 years. I mainly walk now for exercise, but would like to start cycling instead. The only real place to do so where I live is an old, abandoned railroad line. Surface wise, I'd say it's basically the equivalent of a dirt road, with patches of gravel. I feel like I really don't need a mountain bike (there are no big ruts, hills, etc.), and I like the idea of a more comfortable road bike ride. However, I'm afraid the surface isn't smooth enough for a road bike. Would a road bike be okay if I got appropriate tires, or should I get a mountain bike?

A regular (hardtail, hardfront) mountain bike with knobby tyres would work great. A road bike with cyclocross tyres wouldn't meet what you really need. A solid mountain bike would fit you well. road bikes are for ROADS.

Or a hybrid... One of the more-upright bikes with the wider 700c tires and mountain-bike components. They handle those sorts of rails-to-trails things pretty well.
