Should I purchase this 2003 Bianchi Veloce that needs work? (and how much?)

Should I purchase this 2003 Bianchi Veloce that needs work? (and how much?)
Saw a 2003 Bianchi Veloce 57cm for sale for $450.



I went to check it out today because I liked the price point and I wanted to see how bad the things were that he said. I've been working on bikes for a few years now and would say I'm a 7 out of 10 with knowledge/ability/tools.

So yeah... I'm trying to do research to see how much just the frame is worth and then see if $450 is even too high with all the crap I need to do with it.
Here is the other thing. I have a low end Trek Multitrack Hybrid bike that I turned into a road bike (sti shifters, drop bars, double crank, 25cc tires, etc.) and it rides pretty well. It's just heavy and not that great for long fast rides/climbing.
I think putting my Sora/Flight deck Compact/Double shifters (They have about 500 miles on them and work great) on this bike could be perfect... but then again, I don't think the shifters are the problem.
The guy really doesn't know too much about bikes but seems like a very honest and cool guy. He rides it 5 days a week 30 miles round trip to work and has had the bike since the slightly hacked up rebuild.
Again... is it worth the few hours of my work and some trial and error to get a solid entry level road bike? or should I keep riding my slightly heavy cross/hybrid bike?

Bad:
- Original Campy was replaced by older Mixed Shimano Parts (ugh)
- Shimano Sora/Flight deck shifter from 2007 (triple shifters that's modified on a double crank)
- The front derailleur isn't shifting into the big ring. He thinks it's the shifter... which I could use to lower the price on him. I'm 90% sure it's the derailleur cable that's worn/not tightened
- Rear derailleur isn't shifting into the low (big) ring. Again... the shifters seem fine. Nothing felt bad inside and outside of them (you can never tell with shimano sora though...).
- Needs new brake pads & cables
- Needs new cassette & chain (4 year old components 4,000 miles)
- General Maintenance
Good
- Bike was rebuilt 4 years ago by a solid San Fran Bike Shop
- Felt like a solid bike that's just been ridden a lot and needs some TLC
- Carbon Fork
- Low Price?!

So how much does a brand new Sora equipped road bike go for?
The new bike will have every single part brand new and every single part will have been designed to work with every other part. The new bike will come with a new bike warranty too.
