Simple black garage paint job on the cheap?
 
I have an old rust bucket converted to single speed for putting around town. The previous owner touched up the brown with more brown spray paint it looks like (runs everywhere)

I was just going to strip it with a drill and metal brush. Then paint over it gloss black.

What's the cheapest easiest way to achieve this? I was looking at maybe duplicolor black engine enamel?

I've had durability problems with Duplicolor on cars, but it was good looking. I don't know that engine enamel has any advantage other than heat resistance, but you could be right. I have noticed that the Duplicolor has a better spray nozzle than, say, Rustoleum.

PS: don't attempt the job without a primer, and I prefer to use the same brand for both primer and topcoat.

two points.
1. I will never use chemical stripper again. Huge mess. Had to still use a drill brush to get most of it off cause sanding was too slow and clogged. Shop quoted me 35 for media blasting. Will do that next time.

2. How hard is the primer supposed to be? It's been sitting overnight and I can still scratch the primer off with a fingernail! That's not supposed to happen right? Basically anywhere the bike gets bumped or touches something else, it scratches right through to the bare metal. I used about 2-3 coats of the same brand primer 30 minutes to an hour apart.

I'm no expert but primer is supposed to be 'sandable', so it may never get "hard".

ok. I tried sanding it with 2000 grit but it almost wipes right off. it's literally the consistency of crayon.

I don't get it. Other people said that with a good primer, the paint will chip but only down to the primer because of the bond the primer has to the metal. The factory green primer was pretty much infused to the bike.
