Just guessing, not having seen either you or the bike, I'd say that's most likely the ideal size for you.
That said, it's often occured to me that using seat tube length as the "rule of thumb" for sizing bikes is mega dumb. Saddle height is the easiest adjustment to make on a bicycle.

I agree, I think standover and top tube length would be more helpful with sizing. But then again, how many people know what their ideal top tube size should be? Maybe seat tube sizing started as a rough guide for the masses. I suppose it's a step up from "small, medium or large" frame designations.
