Had a pair of Answer's that fell apart, they were pricey. Have some Nashbar's that won't die, they were cheap. Couple weeks ago looking for some 1/2" pedals for a Clunker Schwinn project (there was nothing)I see the 20.00 spandex Schwinn shorts and nabbed a pair. They had Mongoose baggies too. Sorry haven't worn them yet. IMO price means nothing sometimes.

Do keep in mind: wal-mart has stuff made extra-cheap, just so that they can sell something-that-looks-like-what-other-places-sell, but for less than what anywhere else charges for it.
Also note: a lot of this stuff has NAME BRANDS on it, but that does not mean that the factory that usually makes that-name-brand stuff, made this item. In fact, it may be a quality level that is well-beneath what that name-brand offers for sale anywhere else.
In short--try one and see how it goes. But don't be too surprised if you find it lacking in one or more respects.
