Yes, we've seen it
it is a modern remake of a very old design;

lookup 'treadle bicycle'

they are obsolete as of the invention of chain drives,

i doubt this new product will fare much better in the long run

I think I might get one. They are listed for 50$ so not a real loss. They arent trying to reinvent the wheel or anything. Just a fun alternative RV. Like the Whrrf or the Trikke, or those castor-wheeled vehicles. When I first saw it, i could think of some more bike like modifications.

Check the descriptions. Only one model there isn't described as being specifically for kids. Not saying you can't think young - just thought I'd mention it.
