Specialized Sirrus fork question

Hello,

I have a 2003 Specialized Sirrus, and am in the process of cleaning the bike top to bottom. There are these clear rubber inserts in the midsection of the fork, and am wondering if anyone could explain what exactly these are for (cosmetics, performance)? I was thinking of simply removing them as they are beginning to turn yellow. Attached is a pic for reference

Those are Zertz inserts. They are there to (supposedly) dissipate road buzz and smooth out the ride.

Anyone with experience in restoring the clearness of these? The obvious oxidation is what's making me want to consider removing them
