Uhh... title says it all. Also, is a 27 1 1/8 inch tire the same as a 700x28 tire? Thanks guys.

Ok,first,are you talking about using 1 1/4" tires on a bike that currently has 1 1/8" tires? If so,yes,as long as the fork,frame,and brake calipers have enough room.

Next,no 27x1 1/8" is not the same as 700x28. They're the same width,but different diameter. 27" tires go on 630 rims,700c tires go on 622 rims. The tubes can be interchanged,but not the tires. Some light reading for you:

I'm guessing you're asking about an older road bike?

Yes to the headline, there's latitude in the widths of tire a rim can accept.

No to the second, 27" and 700c are different diameters. 630mm and 622mm respectively at the bead seat, and so fit different diameter rims.
