Pinarello Rokh Fork - White lines - Issue/non-issue?

Pinarello Rokh Fork - White lines - Issue/non-issue?
So I am now the proud owner of a 2015 Pinarello Rokh (Yay!) - a replacement after my previous bike was trashed when I got hit by a car.
I was going over the bike after I got home, and found some white marks on the fork - thought it was dust at first, but this stuff I cant get off. It looks (and feels) like it's under the clear coat of the bike. I was wondering if people know what this is - stray paint that found its way to the frame before being clear coated? - glue that made its way through the fibres? It looks to me like either white dust or a scratch, but it's under the clear coat.
The way forward - should I return the fork under warranty for one that's not defective in this way, or is this common enough and should not worry about it? I'm going to eventually take it to a shop, but would like opinions as the shop I go to is rather terrible with dealing with things like this (from past experiences). Picture, I hope, is attached. Sorry for the quality - I tried to get a better one, but this was the best I could do. You should be able to see the 'scratch' line and a couple of white dots there. There are a couple on dots the other side of the fork as well. They seem to appear on the boundary of the carbon weave sections, but that may just be coincidence.

Got back from the bike shop - they were willing to replace the fork, but it looks like other forks on the same bikes had similar scuffs- some worse!!! I think I'll keep it...
