Bike lanes for Canton

Bike lanes for Canton
The city engineer just announced plans for some bike lanes in Canton. This will be a first for Canton so there is a lot of room for expansion/improvement. The one thing that seems odd to me is the small divider wall planned to separate the bike lanes from the car lanes, has this been done other places and is it a bad idea?

The barrier isn't so odd, but having a two-way bike lane is. It would mean cyclists are directed to ride against traffic. To be safe, this would require significant engineering treatments at each intersection (which doesn't appear to be the case.) Based on what I've seen so far, I would be very concerned about this.
