Giant Cypress DX questions

To others that may have these, I posted in the mechanics section earlier but didn't get many replies. Do the rubber dust covers on your front hub rotate with the hub or stay still. Ours both stay still and I can not see cuttings hanging out around the hub/seal joint. Most on the mechanics section seem to think they should rotate but someone sait on this model they don't.
Wife's bike has a squeak I can't seem to find and I wondered if maybe its the rubber rubbing on the hub after it gets warmed up it squeaks.
Also on the womens model the mounts for the water bottle cage seem to be up high to where the bottle hits the stem. Anyone else mount your bottle cage anywhere creative?

I think I might know what you are talking about. My wife has a Giant Cyprus DX and she had a squeaky type of noise from her front rim. It looks like spacers between the hub and fork. I sprayed a bit of dry graphite on both and the squeak went away. I honestly can't tell if they rotate or not, but the graphite seemed to do the job.

Oh and my wife likes the bottle where its at, so I can't really help you there.

I don't see any spacers, just the nuts locking the cones and then the forks and those nuts are covered by the black rubber dust seal.
