Misaligned MTB road slick tyre

Hello all on this forum, first time poster here.

I'm having a bit of a problem with a tyre I just recently purchased and was hoping I'd be able to get some help on what to do about it. Thanks!

I originally bought two of these because I wanted to start riding my mountain bike on the road here and read a bit of info that slicks are more efficient on the tarmac than the normal mountain bike tyres. The problem I'm having is that one of the tyres appears to be mishaped or misaligned in some way. This is not apparent from just having a quick gander at it but once you attach it to the rim and start inflating the tube you can quickly see something doesn't appear right.

I've attached a few images, not sure how well they illustrate the problem but I tried my best to show it. As you can see the tyre seems to bend to an angle instead of sitting in the center. It's much more noticable when you spin the tyre, I'll upload a video to youtube if requested to demonstrate that.

Now does anyone know a way I could fix this and just attempting to adjust the tyre doesn't work as it quickly returns to its warped shape. The only other option I have is to return the tyre but that may be a hassle as it requires shipping it back.

The other tyre I recieved doesn't have any problems like this whatsoever by the way so I can't conclude it was the way the tyres were packed in the shipping box (Folded up to save space). I do appreciate any help you guys can give me on this issue.

What's the PSI in pic 1? If it's above 20psi, tube is the right size and properly seated and tire liner (if present) is also properly seated I'd say it's a pretty malformed tire.

The tyre in that picture is at around 40psi, there's no tire liner or anything just the tubing inside. I had pumped up a previous tube to around 55-60psi with this tyre on before but because of the angle the tyre was on the tube was able to pop out underneath the lip of the tyre on one side which caused it to pinch and explode on the rim.

It looks like the wire bead is bent. With the tire off the rim, look for a kink in the wire bead (the bead is a stiff wire embedded in each side of the tire. The wire is just above where the tire would sit on the rim). If there is a kink, smooth it out as best you can with your hands. Sometimes rolling it against a hard surface helps.

I assume that if you switch tires or mount the tire in a different position, the bump moves with the tire? In other words, this isn't a problem with rim, right?

I had a similar issue with a Bontrager Hardcase road tire. Manipulate the wire bead a bit as it may have deformed inward at the spot in question. When installing, make sure the bead is seated evenly all the way around the tire and rim on both sides. In my case, the bead was not completely seated at one spot because of the deformation and this caused a high spot on the tire., ie., you could feel the "thumpity thump" when riding. Careful manipulation of the bead and then seating it uniformly cured the problem. It took a few attempts though as it can be a stubborn problem to rectify. When seating, put in just a bit of air so that you can massage the bead into place aound the rim with your hands. Verify visually that it is seated uniformly then slowly bring your tire up to full pressure, checking it constantly along the way. If still screwed up start from square one again until you get it right. If you can't get it right at some point then I would conclude that your tire may be defective.

On another note I did have some Chinese made Kendas that had sloppy quality control and were a tad too big in diameter. They would never seat properly and the bead had a tendancy to pop out, allowing the tube to pinch between the tire and rim and explode. Exploding tubes in these instances sound just like a .30-06 rifle discharge. Scared the bejeezus out of me.
