run the pressure recommended on the tire sidewall, can't go far from wrong that way. on the tire size it depends on the rim width, 32mm should be ok going from a 38.

Check the rim for a sticker or other marking that says 622 x some_number. That second number is the width of the rim; go to the bottom of this page: https://sheldonbrown.com/tire-sizing.html#width and see what tire sizes fit your rims.

for the tire pressure, I think probably you'll be ok with about 50-55 PSI on your 38mm tires.
