I don't know if cool is the best way to describe whether a tire will work well for the riding conditions. That's a mighty wide range of tire sizes. You should narrow it down first by the min and max your rim will take and then by the riding conditions you anticipate. Tires for gravel and dirt paths will be much different than those needed for asphalt and concrete roadways.

I don't see any reason to go narrower than 28s if you ride real world roads, ie chipseal. maybe 25 if you're very lightweight. 23s are completely ridiculous to me outside a crit race on the smoothest of tarmac or a velodrome.
