What are the holes on this fork for?

Hi, this is a picture of the fork on my Giant Roam 3. First I thought the hole son each side of the work were for disc brakes. Now I know they are not, which left me wondering what are they for. Does anyone know? Thanks.

Or to attach the legs of a rack to (though not sure why someone would want to do so so on a dual sport)

Many fenders have a bar that runs from the bottom straight across to those holes.

Similar to this, but this one goes all the way to the axle.
