Cycling Newbie from the Northeast!

I am new to the cycling world and have some basic questions, if someone could point me in the right directions? :) I recently purchased two bikes and need help with some comfort adjustments/options.

We'd like to raise the handlebar height on a Cannondale Treadwell 3, is this possible?

Secondly, I have a roam 3 and would more of a supple ride, aside from a better seat. Will wider tires help? Can I go to a 650b setup without causing any issue or should I just return the bike and get a bike with a 650b tire setup?
