nishiki backroad

Hi all I picked up a backroad bike and the bike will not shift on the high gear
makes the chain bind
I assume that I will have to place a longer chain on the bike but
I just getting started and I don't know
Is there any of you bike people can give me a hand on the
solution
I have made adjustments to the high and the low on the deraillure
