New member requesting information

I'm a "newbie" and currently looking to purchase a good bicycle for me to use on a daily basis for commuting in a urban environment with periodic off road or rural conditions. I am interested in one in particular that I have found for sale and haven't a clue as to the actual model. The bicycle is a Raleigh, which from my understanding is a good quality bicycle. I need help identifying the bike as well as any useful info any one has. I have been offered to purchase the bicycle at a fairly cheap price considering what I've researched so far. I want to make sure of this before proceeding any further along with understanding that there may be a VIN as well and how to check if the bicycle is legit.

Welcome aboard. You should definitely ask that question in the Classic & Vintage appraisals section. I'm not an expert and it's hard to tell too much from the pic, but rough guess is you should pay no more than about $75 for that bike.
