Well, I can't say I entirely disagree with the cops call to pull him over. It is a heavy piece of metal, and if the brakes aren't set up properly, then it could be tough to stop. It still would be considered a car (even if it has no motor in it) and as such, it is not licensed and not insured (the main reason that it is a big deal is that it is a car still). Finally, at 15 km/h, it would really be holding up traffic (even more so than a typical bike taking up a full lane).
Still, there is a part of me that thinks that it sucks, since it is like a velomobile of sorts... the moral of the story is... don't build your velomobiles out of cars.

I'm wondering why didn't they use an old small car like a Chevette instead of a big Buick?

Now the same group needs to get an actual four seater pedal car and fit an aluminum or plastic shell replica of a body on it. What could the police say then, as it would still be a factory bicycle with brakes and all the safety snafu.

I usually stand with the cops, but in this case, the cop was a bone-head. The ticket should not stand up in court, so the cop just wasted time that would have been better spent at the doughnut shop. Serving and protecting against things that look strange, I guess.
Still, the pedal Buick is really neat. A couple LED lights and a 9 volt battery, and it could be made road worthy.
