One thing that confuses me is why these people are paying anyone to haul compost. All you need is a small drum in the backyard. I've been doing this for years. Never, ever give away compostable material. It's too precious.
Even if you live in an apartment building, it should be possible for the building to maintain a larger compost bin, much like a dumpster...
