(You should probably check the law on this before you actually break the lease. I think the premise is that they actually broke the lease by reducing the value of your holding, without providing a replacement or even giving you reasonable notice.)

Depends also on what sort of "rack" they install. A number of years ago, a condo complex that I was renting a unit in enacted a rule that all bikes had to be stored in the communal storage area. I am a homeowner at present. In the past, I lived in an apartment. I became a home owner because of the lack of freedom and restraint (telling you how to live your life) that an communal living arraignment offers (like no pets and bikes-I have plenty of both now). As for bike security, here is a preview of the following options I have in the public sector around here (and the type of "neighbors" I live around. Only the folding bikes I use at present is relatively theft resistant. There is no options as the photos show how my tax dollars are used for bike security & usage in a congestive area. Ask yourself if these "options" below is what your apartment managers are offering. If it is, buy a folding bike as Dahon Steve recommended.
