Actually, in most cases the public--even the motoring public--is willing to subsidize transit that is run efficiently and transparently according to sound fiscal policy. Transit here in Lansing is funded by millage taxes that require ballot approval. The last millage proposal--a slight increase--passed by a 2:1 margin in the midst of a recession. I think ballot authorized funding is one way to keep transit companies honest, efficient and transparent.
