Even with good education and enforcement, I don't trust human beings not to make mistakes. It's usually better to spend money to improve systems, procedures and structures, rather than trying to fix people and make them do what you want them to do.

Also, I don't want to sound like a big fan of bike lanes. BLs have their purpose on some roads, but they are no means appropriate for all circumstances. There are many structures and devices that can be combined to make travel systems that work for all users. It's been called complete streets, but I prefer the term "Intelligent Design." Rather than segregating road users, streets should have integrated designs with user components that work together to provide safe, efficient and pleasant travel for everybody.

Finally, bike lanes and mandatory use of bike lanes are two separate issues. I dont like being forced to use them either, although i usually will use them when available. In many jurisdictions, bicyclists are not required to use bike lanes just because they are provided.
