Not sure if it's a flaw. I said "might". We have a few organisations taking inexperienced cyclist onto roads to show them how to ride safely and assertively.
If we had less emphasis on bike lanes, reinforced driver training, the roads would eventually become safer. More bikes on the road means motorists are more used to them and respond appropriately (as they do in France for example).
Spend the money which would go on bike lanes to enforce driving (and cycling) standards. In the UK cyclepaths are largely not compulsory. My worry is that if there are more cyclepaths there will be a push to make them compulsory.

Segregated bike paths certainly do work. Who told you they don't?

Also, I don't want to sound like a big fan of bike lanes. BLs have their purpose on some roads, but they are no means appropriate for all circumstances. There are many structures and devices that can be combined to make travel systems that work for all users. It's been called complete streets, but I prefer the term "Intelligent Design." Rather than segregating road users, streets should have integrated designs with user components that work together to provide safe, efficient and pleasant travel for everybody.
Finally, bike lanes and mandatory use of bike lanes are two separate issues. I dont like being forced to use them either, although i usually will use them when available. In many jurisdictions, bicyclists are not required to use bike lanes just because they are provided.
