I wasn't in Ellicott City but I was 23 miles northeast and I put my bike under a tree and ran onto somebodies porch for 30 minutes. I had just enough time to get back home before it started pouring again.

The video footage on the news this morning was astonishing! Apparently this happened two years ago as well.

It did, but this was worse. Sadly, some of the local businesses had only recently reopened after being damaged two years ago. It was reported on the news yesterday evening that officials found the body of the missing National Guardsman who was swept away while trying to help people during this flooding.

I was about 20 miles North of this when this happened, with about a quarter as much rainfall, and the very sloped parking lot I was running through had ankle deep water. Think about that. I'm on an inclined surface, near the top, and I'm standing in ankle deep water because the water just couldn't run off the parking lot fast enough. Again, I was near the top of the inclined lot, not at the bottom where the water was piling up.

Where this flood happened in Ellicott City had about 4 times as much rainfall that hour due to a very localized cell. (According to the weather map on the news showing rainfall totals in the area)
