Is it hard to build a bike from just a frame? I was thinking of maybe doing it to get the quality I want for a cheaper price, using a Rocky Mountain Vertex TCs frame, if that's a good one.

Nevermind, that frame alone is around $1000 or something like that, I'll stick with my plan to get a Kona Kula Deluxe XC hardtail.

It's not hard, it's rarely cheaper (even when you find great deals), but you do have COMPLETE control over what you put on the bike. This means you don't have to swap parts out later, because you have what you wanted in the first place.

Be aware the Kula Deluxe has the ****tiest XC geometry I have ever seen in my life. It has the same h/t angle I have on my P.1 FREERIDE bike. One of my fellow employees bought one and sold it a month later because it was such a poor design. If slack is what you are looking for though, its great.

Seeing something can be deceiving, by the words of Kula Deluxe owners, it's the best XC bike they have ever owned, and many of them have had very good bikes previously. Also I'd like to inform you that the Kula frame has almost 100% the exact same measuments of the Trek 8500 ZR9000 frame which is also one of the best XC bikes, so I don't know what you are thinking.
