unidentified bolts in fork

Hey guys, I picked up a Specialized Cross Disc off of craigslist recently and I'm curious can anyone tell me what the following bolts are for? Red arrows are bolts on the fork opposite the disc brake, blue is above.

Interesting, thanks. Not sure why there are 2 opposite the disc brake though - that is what threw me off.
