Headset question - New build

Need some help. I am building my first bike and the top bearing on my headset looks like something is missing. The bottom bearing and race all fit nicely with a nice small gap. The top bearing fits nicely as does the race, but it just looks like there should be something covering up the bearing. What am I missing?

When I place my first spacer ring, it sits directly on top of the race and the entire top of the bearing is exposed. The bearings and races came with the frame, but I dont have any other parts that would sit on the upper race and cover the bearing. Any suggestions?

I am new here so it won't let me post any pics yet. I will add pics when I am allowed to

Sounds like you are missing the dust cover?

Wow super fast reply! Sorry, I am dumb. I didn't realize the stem cap that came with the frame was two pieces. I have it figured out now, I do have a dust cover.
