What are they looking for in the system and why 9 speed? If they have certain parts already what parts do they have and if they don't have any parts, why 9 speed again? 9 speed is getting quite old now, the old stuff being still quite functional but new stuff going further down in quality and not being worth much. I would go at least 10 speed or get some Shimano Cues and get a really nice quality budget groupset that is more modern and compatible with modern parts.

As veganbikes stated, more info is needed here.
Edit: this was 9s upgrade for my Nishiki. It wasn't very expensive, and a good fit for "that" bike.

There are reasonably priced 10 and 11 speed drivetrains with better range.
What is on there now? Some of it may be reusable (like the cranks).

Honestly, if he is serious about riding, do a full season on the 9spd. Don't jump the gun thinking the latest and greatest is the way to go. My 9 spd from a bunch of years ago is rock solid as is.

If he needs a whole new drivetrain anyway, he is not saving much be going 9 over 10 or 11. There are affordable 10 and 11 sp options.
