New stem installation

I got a new truvativ stem and I thought I better check something out before I tighten everything up. Once you have the stem on the steerer tube there is a screw that goes down through the steerer tube does the screw need to be a specific torque or just tight? I wanna make sure I do not mess up my fork.

Also just got in all my new parts. Heres the list:
Sun Rhynolite Rims laced to Deore Hubs
Truvativ 50mm stem and 31.8 riser bar
Truvativ GigaPipe DH BB 2 ring w/ bashgaurd and Hussefelt crankarms

Might have pics later if anyone wants to see it, it is a Gt Avalanche.

The bolt that goes through the top cap is for headset adjustment.
