not much you can tell from the picture...... ask if caliper mounting hardware/shims come with. if not, you'll have to pay to get those, unless you already have some. and rotor bolts, though those are cheap and easy to get. ask why the seller bled them. after cutting the lines, just to get ready to sell them, or having problems? granted, if he had problems.....many sellers certainly won't admit it.

200cad doesn't sound too bad, though i'm not sure what those retail for new up there.

Retail around 300-350 and they dont need to be shimmed.

Alot of people bleed them before they sell them because they dont wanna deal with the buyer complaining they dont work, when all they need is to be bled.
