enough that if you freely spin it will rub against the brake.

spoke wrench, tighten spokes on left or right depending on which way you want to "pull " the rim.

Tighten by turning counterclockwise as you look from the center of the wheel towards the rim.

Yea, you have to true the wheel again. You can do this by first finding the right size spoke wrench from a bike shop. Then, you can just play it by touch to find which areas need to be tightened or loosened. Or if you want a little more exact straightening, you could attach a zip tie to the fork after you find a way to keep the front wheel off the ground (like resing it on the seat and handlebars). Attach a large zip tie to it so that the extra part that is hanging out the end can hit the rim (where brake would hit it). Make sure there is some angle in the way it hits the wheel so that it can be adjusted a lot. By doing this you make a level indicator to which parts rub. Just adjust it very close to the rima nd spin the wheel and wait for it to hit. That would be where you should adjust it.

If I make no sense that is ok. I find giving instructions hard.
