Turner DHR, Pushed DHX with a ti coil, reducer cups, any decent sealed headset.
Boxxer XC & E-13 Ali integrated stem, Answer Protaper low rise bar, some sort of lock on grip.
Thomson Masterpiece post (cut it down) Selle Ialia SLR seat, Salsa seat clamp.
Avid Code brakes, 203mm front, 185mm rear.
SRAM X.0 shifters, and derailleurs. Fully sealed cable/housing runs. 11-23 Dura Ace cassette.
Shimano XT cranks, 38T ring, E-13 LG-1 guide with taco. M-647 pedals.
Hadley hubs laced to Mavic EX729 rims. Tires/tubes or tubeless course or trail depending.
Nice and straightforward. Nothing too exotic that you couldn't (hopefully) find parts for somewhere off at a race, most likely. Easy to take care of stuff, easy to find spare part stuff. Substitute some lower end versions of brake/drivetrain stuff if needed for budgetary reasons.
Go for the Totem or 66 ATA /1.5" front end and some X.7 or X.9 rather than X.0 goodies, 32T front ring/bashguard, and an 11-34 cassette if it's being built up to see more trail than race time.

I'd ditch the 11-23 cassettes on scrub's and BFG's builds and still go with an 11-34 or 11-32 so you can block out the big cog for insurance and still have a good gear range.
