steepest stem rise?
If perpendicular to the steerer tube is zero degrees rise: do any companies make 1-1/8" (~28.6mm) threadless stems with 25.4mm bar clamp, whose rise angle is greater than 40 degrees? Either fixed-angle or adjustable would do (road and light xc only).

Ritchey has the Comp Adjustable Stem that has a 90 degree range, so you could get it up to 45 degrees. Not much over 40, but it's something.

You can get a stem raiser that allows you to raise and adjust the height of your threadless stem, which lets you effectively create a steep stem angle. Stronger than an adjustable stem as well. http://www.sheldonbrown.com/harris/stems/index.html almost all the way down the page.

Thanks, extending the stem is something else worth considering. I've found this stem, which is quasi-adjustable, and it's 'shorty' length may make it stronger than longer stems:
