New vs Used on a budget

My son has outgrown his bike Specialized rockhooper. He wants to try racing this summer. Being on a very limited buget. I have the choice of a new or noncurrent $400-$500 bike or a used bike in the same price range. We did find a mid 90s GT Zaskar for $250 so we could spend $200-$250 on upgrade and repairs. The Zaskar is the right size. looking for opions. We do a lot of our our repairs.

If you're mechanically inclined, I'd say go for a used one...$500 can get you a pretty nice used bike...or a crappy new one.
