upgrade bike or start over?

I have a 2008 Cannondale Rush 5z and this year started doing XC races. I love the bike but it is a little bit on the heavy side (around 29lbs) for racing. I could drop a grand into upgrading the bike with lighter wheels (mavic crossmax?), tires, etc. Or I could sell it and start over.

I actually like the Sram shifters and rear derailer. I hate the Avid Juicy 3's and would like to upgrade them. I would like to stick with Full Suspension.

So what would you recommend? Upgrade and drop a few pounds from the bike or should I start over with a lighter frame. I have a budget of about 1400 for upgrades or I could sell the bike and add the 1400 to that for a new bike.
