wheel / tyre size?

I'm looking for a bike but specifically one that will fit winter tyres.
Winter tyres seem to be sold in units of 700x35mm etc.
Most bikes I find have 26" wheels.

What's the difference?
eg 26" Wheels, Alloy Rims with Fat 2.3" Tires

26" x 2.3 winter tires (I'm guessing you want studded)

The difference is 700c tires are for CX or 29er applications.
