I'd imagine buying mtb parts is about as safe as buying as almost anything else on Ebay. Checking the buyer's rating and asking a few questions to confirm this is actually the registered user is always a good idea. Ask how much the shipping costs will be and how long it will take to receive the item.
In this case the seller has a 100% rating but, it's based on only one transaction, in August 03, where he or she was the buyer. That really doesn't give you any information about how reliable this person might be as a seller.
Also noticed the seller is willing to "negotiate a price" which isn't exactly within the general gudelines for Ebay and paying with a money order or bank check is always risky. If you're still bent of getting these forks, stay within Ebay's guidelines and insist on some kind of buyer protection like PayPal or Online Escrow that will help insure you get what you're paying for. Do not send any kind of cash, or postal money order, or bank check.
