Maybe my bike isn't way too small?
It didn't feel particularly small, but most everything I read said I should be riding a larger frame. I just assumed I should be. Today I started looking into it more and now I'm not so sure. Judging by shoving a book in my crotch and making a mark on the wall, I have a 31" inseam. My top tube measures from 25" where the seat tube connects up to 30 1/2 where the head tube connects. It's about 27" just in front of the seat where I would be standing over it. Seems about right, I think. Am I mistaken, or is it a good fit and maybe my bike just measures differently because it's a mid-90s frame? It's definitely only a 13 1/2" frame, which all sources say should be really small for me.

It all depends. Older style MTBs had more horizontal top tubes, if you look at newer vikes you'll see the top tube slopes to the rear of the bike. This makes stand-over less relevant. Conventional bike sizing says I should ride a 15, but I hate them. Way too short on reach. Reach is more important to me than standover, when I stand on a hill I don't want the bars too far in towards me. 13 1/2" is a really small frame. You are taller than me and I ride 16"-18" bikes. Is the bike comfortable? Then don't worry about it, but it does seem small.
