Definitely not C&V Raleigh. The components are too new, 1999+. Made in China "Raleigh", doubt it's affiliated with the old Raleigh of England.

Looks mid-90s to me. By then, Raleigh was just a Huffy brand in the US, but maybe Raleigh of England was importing some slightly higher quality pieces at the time this was sold. I would judge it more on the components. I had a 1996 Schwinn that was too small for me and I couldn't sell it because of the demise of the brand. It had high-end components, though, and they now work wonderfully on an old beater frame I bought for $10.

Probably not sold in the US. Pretty lowend crank and rear derailer. Looks like Tourney level stuff. Looks like something that would have been sold at Halford's in the UK. Might have hit some department store/sporting goods stores in Canada and possibly even the US? It's probably a pretty decent Dep't Store bike, though, since they didn't try to go for suspension at a low price point.

Here's an auction you can watch:
https://www.ebay.co.uk/itm/Raleigh-Re...9#ht_500wt_906

And as always if those are Shimano parts hanging off it you can date those here:
