Is this a good deal? 12 Norco storm for $420

Hey, I am new here. I just made an account, so, here goes.
I have been looking for a good, cheap mtb that I would mostly use to ride to and from school, but I am interested in trail riding and I want an entry level mtb for that purpose. I am about 5' 4" and I think my leg length is 30 inches or something. I have considered many bikes (hardtails only) like the specialized hardrock, GT aggressor, Trek 3 series, etc. I went to a LBS today ready to spend around $490 when I saw a 29" Norco mtb. they said they could sell it to me for $420. it has a:
suntour fork (I know its not great, but I don't really care that much at the moment) that is adjustable.
it has 24 speeds,
shimano trigger shifters,
tektro mechanical brake levers,
and dual disc brakes.
so what I want to know is, are Norco bikes good? do they compare with Specialized? and is this bike a good deal, or could I try and haggle it lower?

sorry if I was long winded, I would just really like some help. I am really confused here.

First things first, you haven't told us what model. A Norco Storm 9.2 seems to fit your description, and looks like a good bike for $470, Noro site claims $609.

Back to the issue in hand, At any price point compare just about any bike, Norco, Specialized, Trek, Kona, Giant or anyone else the bike should have the same components pretty much with house brand / no name stem's, seats, handlebars and seat posts. Norco frames are going to be just as good as any other manufacturer The one drawback would be resale, sadly Norco has a bad rap as a poor cousin brand to some people. There shouldn't be, but some people treat it that way, just as they think that Canadian made Peugot, Raleigh or CCM frames were no better than department store bikes.

But in short, yeah they make good bikes, no better or worse than any other brand name in my opinion. As far as haggling, give it a try, but if the bike is already on sale for the end of the season you may not have too much luck. But the worst outcome (aside from them putting it up in price) would for the shop to say no.

Some Norco bikes are better then other Norco bikes, it's the same story with other bike brands too, you get what you pay for.

do they compare with Specialized?
A Norco bike & a Specialized of similar specs & price are comparable.

is this bike a good deal, or could I try and haggle it lower?
2012 Norco Storm sold for $500 new, wouldn't hurt to see if they'll go any lower or maybe throw some accessories like a helmet.

Yeah, I think it is a 9.2 storm. it was in a clearance rack outside and at $420 it is less than I was hoping to pay for a similarly equipped Specialized bike. I will still check out a couple LBs in my area to see if they have any better deals. I just haven't heard of Norco much versus the other stores selling Giant, Gt, and specialized. Thanks for helping!

12 seems to indicate it's a 2012 model and the only 29" Storm in 2012 was the 9.1, your CAD$609 price refers to the current model 9.2 Storm, the 2012 9.1 Storm sold for US$500
