New Paved Path on I-95 North?

I think I may have asked this before, but I couldn't find the thread.

Driving up I-95 toward Connecticut, I've been seeing what looks like a new paved bikeway slowing being completed along the northbound side of the road, I guess around Port Chester. I may be wrong, but it seems to grow every few months.

Does anybody have any info?

Are you saying you think it's part of the East Coast Greenway? If so, which existing trails is it intended to connect?

This little piece of paved bikeway seems to begin and end just before the sign along I-95 that reads "Westchester County." It may be associated with some type of park. In any event, I STILL can't figure out what it's all about. Has anybody else seen it yet?
