Highway 140 into Yosemite?

This looks like an invitation to car-free cycling:



Anyone know if you can bike past this into the park, while avoiding fossil-burners?

Don't know, but my guess is that there are going to be road crews working on clearing that as quickly as possible and that they wouldn't be allowing anyone on either foot or bike through the construction area. I've usually ridden to the park on 120 but did come back along 140 a couple times. Didn't have any significant issues with motor vehicle traffic on either route.
