Years ago (30?!), I read about people building outriggers so they could put their regular (upright) bikes on rails. I think they intended those for abandoned lines and there was a caution about riding on still active.

One thing going for the rails is the gradient is consistently low. I think these days the "Rails to Trails" rips out the rails though, and just turns it into a path. :-(

Every time I drive through Niles Canyon I think about doing something like that. There are two complete tracks through there, one is in active use, the other is a hobby railroad run by a bunch of old guys. It wouldn’t be that hard to coordinate, at least rail bike cars with the old guys would it? My only direct knowledge of the situation Is that BITD I would donate my used oil to my dad who donated it to the old guys to burn in their steamer. But maybe it’s more complicated.
