Sunlite Waterproof Handlebar bag

I am interested in purchasing a waterproof handlebar bag and I have been looking into the Sunlite Fortress. I saw a picture of how it expands upwards, allowing it to accommodate a lot of stuff, a feature which I like. What I don't like is the idea of a bag being held up by the handlebars, mainly because I don't want to remove the light, bell and other stuff, but also because, if I were to carry a load, it would block visibility and maybe make steering more difficult, as the handlebars are sustaining the weight of the bag. I was wondering, if I were to attach this bag to a front rack, would I be able to secure it to the bike's head tube, in stead of the handlebars (it supposedly secures with some sort of plastic fastner) so as to keep the bag sturdy? If anyone could give me any suggestions, it would be greatly appreciated
