It's not April 1st yet so, may be, there's some truth here.
A Belgium article just revealed what could be one of Cancellara's secrets. A combination of ceramic ball bearings and a special oil. According to the rider's mechanic Cancellara works with an Italian engineer who has invented an oil compound that eliminates 95% of frictions thus allowing a gain of 2.5 seconds per kilometer.
Cancellera has used these ball bearings in his cranks, wheels, and rear derailleur pulleys. It only costs 1,100 euros. It's UCI approved and available to the public.
Caveat: The compound is extremely weather dependent. That means the engineer has to follow you everywhere you go as he needs to concoct the mixture the day of the race according to temperature, altitude, and whatever else.
