Best route from Keizer to Milo McIver S.P.

I am looking for route recommendations to from Salem to Milo McIver State Park near Estacada. I've noticed a lack of shoulders and traffic on many of the roads near that area in my past experiences (Cascade Highway from Mollala to Silverton as an example). Any road reccomendations for roads with lighter traffic and/or wider shoulders would be appreciated.

ODOT publishes a state wide Map with the better Roads for cycling Highlighted.

Ask for one at any DOT office .

Here's my current planned route. Will there be any issues getting through Oregon City?
